Bills to Watch in NC


The Bills to Watch continues to grow! A goal is to put the major ones for pre-k education bills at your fingertips. To learn more about any of these bills and their status, visit www.ncleg.net and search in the top right search bar. Look at HB 965 sponsored by Lucas with the Title:  “Teacher Licensure Fees” and a summary to increase teacher licensure fees and grants the state board of education authority to raise fees.  The status is referred to Committee of Education.  Remember knowledge is powerfulJ!

  2. Here is a bill that we must stay updated with that is HB 935: NC Pre-K Law Changes.

    Rep. Nelson Dollar

    This bill has 3 main sections as indicated in the long title of the bill that would change NC Pre-K law:

    1)Changes Child Care Commission: The bill renames the Child Care Commission as the Early Childhood Care and Education Commission, expands the scope of the Commission, sets new membership structure, and reduces the total number of members.

    2)Changes NC Pre-K Contract Administrators: The bill requires that local partnerships for children will be the sole contract administrators for NC Pre-K (which excludes public schools as contract administrators).

    3)Changes NC Pre-K ‘at-risk’ eligibility: The term ‘at-risk’ would be defined to include a child whose family’s gross income is at or below 100% of the federal poverty guidelines, and retains the current priorities for a) a child with an identified disability with a current IEP plan, or b) a child of a military family.

    H935 will be heard on Tuesday, April 30, at 10:00 in the House Health and Human Services Committee. You can listen to the meeting by going to www.ncleg.net and clicking on the Audio tab and following the instructions.

  3. I'm calling on all educators, parents and stakeholders for having high quality NC pre-k programs for our children. Please contact your district/state representatives to vote "NO" to HB 935 due to it as passed in the House. Go to the link above and type in HB 935 for more information to know why it should not pass. Let your VOICE be heard!
