2. Developing a Statewide Network of
Infant and Toddler Specialists: TA Manual The National Infant &
Toddler Child Care Initiative (NITCCI) at ZERO TO
THREE has published a new technical assistance (TA) manual that describes the
process of developing and implementing an Infant Toddler Specialist Network
(ITSN) using six State examples. An infant/toddler specialist network (ITSN) is
a State-based system that coordinates the work of infant/toddler specialists
and is primarily funded through the Child Care and Development Fund (CCDF). Developing
